According to a recent report from KSEE/KGPE, there are two very specific items that can legally drop out of a car in California based on the state's vehicle code.

The California Highway Patrol says a driver can technically spill clear water or feathers from live birds onto the roadway. The law specifically states that the feathers must be from live birds.

“A vehicle shall not be driven or moved on any highway unless the vehicle is so constructed, covered, or loaded as to prevent any of its contents or load other than clear water or feathers from live birds from dropping, sifting, leaking, blowing, spilling, or otherwise escaping from the vehicle,” the law reads.

However, highway patrol officers warn that debris flying from cars on the road causes serious problems. An AAA study states that 200,000 crashes involved debris on U.S. roadways between 2012 to 2016. About two-thirds of debris-related crashes were caused by items falling from a vehicle.
