A Florida man is facing charges after he fatally shot a Black man while he was riding his ATV around an apartment complex, PEOPLE reports.

Ralph Hensel, 57, was charged with first-degree murder in the death of Ja'Keem Williams, a 32-year-old man slain at an apartment complex in Winter Garden, Florida on Thursday (February 20).

Hensel, who told police he worked for the apartment's leasing office, had reportedly expressed anger about ATVs being driven around the complex. Since the beginning of the year, police had been called to the apartment four times over complaints about ATVs on the property. The vehicle isn't allowed at the apartment.

On the day of Williams' shooting, witnesses said they heard Hensel "shouting at the person on the ATV, but they could not hear what he was saying." Witnesses later heard shots and looked on as “the suspect walked back towards the office saying, ‘I killed him.’”

Police viewed surveillance footage from the leasing office, which showed Hensel "lying in wait" to shoot Williams as he rode past.

“The suspect walked from the leasing office with his firearm, walked around a nearby building, lying in wait. He then shot Ja'Keem as he rode past,” a police report states.

Authorities found witnesses attempting CPR on an unresponsive Williams in the street outside of the apartment complex.

Williams is survived by his five children.

“Those are his kids, five kids, so he loved his kids, and that’s all he ever cared about. That’s what he did, day in and day out, my kids," Briana Bermudez, the mother of three of his kids, said.

Hensel is set to appear for a pre-trial detention hearing next week. He was denied bond.
