An East Coast Florida Man just Won $15 Million on a FL Lotto Scratch Off Ticket. It turns out, there are 2 more of those out there, but they are $30 Tickets. There are also 2, $25 Million, instant winners available, but they are $50 tickets. Maverick thinks he'll buy a few. Lulu though, typically never spends more than $5 a scratch off.
