legislative public safety package that might passin Sacramento this November to take care
of some of these smashers and grabbers. Let's find out from I think it's
Gulston Dart and Lisa Gonzalez up atour sister station Channel three in Sacramento.

Right over. Public safety is nowplaying out at the state Capitol. Democratic
lawmakers and the governor are trying tonegotiate with the group that's trying to reform
Proposition forty seven. Proposition forty sevenhas become infamous for loosening drug and theft
penalties in California eight years ago.Law enforcement, business groups, and even
some elected officials have blamed that forthe steep rising crime we've seen across the

state in all these years. CaseArea three Capital Corresponding. Corresponding, Nashley
z Avala is live in state Capitalwhere legislative leaders just gave an update on
the negotiations going on. Ash Ashley, you're on right Gulston, right here
at the state Capital. Those legislativeleaders just spoke within the last hour.
Democratic leaders of the Senate and Assemblybasically echoing what Governor Gavin Newsom recently told

(11:35):
us that they basically see no needfor voters to decide on that balant initiative
to reform Proposition forty seven. So, as you mentioned, they're in the
process of trying to negotiate with theproponents of that measure, and they're doing
it with some changes that they planto make to their public safety package.
Democratic leaders confirmed they plan on puttingin these controversial clauses into this set of

(11:56):
proposed laws that would basically, ifvoters approve the Proposition forty seven reforms,
then they'll repeal and basically be willingto ditch those laws that they have spent
all year working on. Now,the ballot initiative and the legislative package are
different. The legislature has its ownpackage of public safety related bills that mostly
revolve around organized retail theft. Thereare also some tools to make it easier

(12:20):
for investigators to crack down on smashinggrabs, while also directing the California Highly
Patrolled to expand and make permanent itsefforts around theft. Now, the ballot
measure is different, enhancing penalties onfentanyl and other hard drug dealers and manufacturers,
while also setting a new requirement thatthose convicted of stealing three times FaceTime

(12:41):
in prison. So you got tosteal three times you be caught with the
smash and grab. A lot ofthose guys never get caught, you know,
they steal stuff, they don't getcaught. But if you're caught three
times, then you have to spendsome time in prison. I don't know.
Maybe it's a start a start.The Democratic leaders say there are conflicts
between the two, but we repeatedlytry to ask, what are the conflicts

(13:05):
between the initiative and the legislative package. Do you worry about the message you
might be sending to voters that wespend all this time on this package,
But if we basically don't get ourway in voters toose forty seven, then
we're good. We're good on theefforts to have reporting requirements for retailers to
deal with the blokeholes in the laws, smashing craps. I mean, you're

(13:28):
just willing to because those aren't inthe valid initiative. I deeply worry about
the opposite first and foremost, Iworry if we don't put an urgency clause
into these bills, we're not doingwhat Californians want. I mean, you
get claws. Californians want to beable to see urgency in these bills,
and that's why we have an urgencyclause on the issue on inoperability. Look,
here's the bottom line. When youhave a ballot measure and a more

(13:54):
effective suite of bills fourteen by theAssembly in the Senate that are put into
law and potentially conflicting with each other, that's why we need to be able
to be crystal clear about the inoperablestatus. There are happy to go through
those with you. There are goingto be some very specific conflicts that the
Speaker, myself, our staffs havebeen going through and happy to go offline.

(14:18):
It will take a little bit oftime to be able to go through
each and every bill that Lady's gotballs that Ashley Zavala. She's like,
hey, look, California is hurting. There's a lot of people stealing crap
and you guys aren't doing anything aboutit. That's great and I think she's
right. Yeah, she's right.Feel that same way. You see it

(14:41):
every day, every day in thenews, every single day. Again,
that was a question that was repeatedthroughout this press conference. We are still
waiting to get some clarity on whatexactly those conflicts are. Now. Republicans
are calling this tactic, political gamesmanshipand poison pills. We'll hear more from
them at six o'clock. Now.We should note the Proposition forty seven reform
initiative has not yet officially qualified forthe ballot, but according to the Secretary

(15:03):
of State's numbers, the numbers arelooking solid in terms of verifying the signatures
that are on the petition to getthis on the ballot. The ballot needs
to be certified by June twenty seventh, meaning that any negotiations would basically have
only about a few weeks to wrapup. Reporting live here at the state

being a big market leaves Sacramento inLa New York Chicago. You know,
yeah, it's right down the roadfrom San Francisco. She should go down
