O IPTU é o Imposto cobrado pela aquisição da propriedade, domínio útil ou a posse do imóvel. Considerando uma ampla gama de edificações irregulares, o Município de Florianópolis editou a Lei Complementar nº 374/2010, que objetivou regularizá-las. Ocorre que, além de cobrar uma multa pela regularização tardial, a Municipalidade vem cobrado o tributo referido tributo de forma forma retroativa e atualizada, punindo o contribuinte em duplicidade, além de outras ilegalidades.
